NOTHING TO HOPE FOR WITH PNOY'S SONA!

Just as I had said earlier, NO SPECIFIC and IIMMEDIATE or long-term solutions to the country’s problems in President Aquino’s State-of-the-Nation Address (SONA).

He cited figures, yes, but as we had anticipated, mostly only on pledges of investments or investors supposedly in negotiations with the government for possible ventures.

ONLY IN THE NEGOTIATION STAGE, nothing FINAL yet, like the 140 or so companies interested to come into the power sector. But NO NAMES of even one or two of the supposed 140.

Pnoy claimed one million or so jobs have been generated. But HE DID NOT IDENTIFY EVEN ONE beneficiary or company which took in new personnel.

And before I forget, Pnoy heralded the four-time credit upgrade the country has had under his Administration.

But before you get DECEIVED or BRAINWASHED, boys and girls, consider this: Pnoy’s government has practically NOT SPENT ANYTHING on infrastructure and other MAJOR PRO-PEOPLE projects.

Therefore, there is spare money. Naturally, if you a creditor who will be approached by somebody with a sizeable cash reserve, you will give the borrower a higher preference and grade!

That is the truth behind the credit upgrade, guys. NOT BECAUSE Pnoy and his boys are damned good ECONOMIC MANAGERS.

I ask you one more time: How many, if any, new infrastructure projects – roads, bridges, piers, public markets, airports, and the like -- do you know which have been built, or even started, ONE YEAR after Pnoy took office?

He claimed road projects under his watch, but could ONLY BE SPECIFIC WITH ONE, in a hardly known place in Agusan del Sur in Mindanao.

He cited irrigation gains, but again was SPECIFIC IN ONLY ONE, in Bukidnon, again in Mindanao.

Pnoy even had the stomach to cite the conditional cash transfer (CCT) program of the Department of Social Welfare and Development (DSWD) as the key to freeing some 100,000 poorest of the poor families from poverty.

But again, NOT EVEN ONE NAME of any beneficiary, or the location of these supposed 100,000 recipients.

And three things for your info, boys and girls, in case you don’t know: CCT beneficiaries get only P1,500 MONTHLY. With the prices of basic commodities nowadays, somebody please justify how can P1,500 release anyone from poverty?

The CCT has a P20-billion plus budget. There has been no known expenditure report yet, but Pnoy already hinted at a possible increase of that fund.

Third, the CCT is a brainchild of former President Gloria Macapagal-Arroyo. But Pnoy didn’t even have the civility to acknowledge this.

And to top it all, Pnoy HAD NO SPECIFIC PLAN to solve major problems of the country like sky-high electricity rates and oil prices, quality health care, increased livelihood opportunities, illegal drugs, peace and order. etc.

So DON’T EXPECT lower prices or improvements in the day-to-day hardships we’re facing, guys. Not now or in the near future.

FEARLESS FORECAST, AND VALTE'S MALICE, ON SONA!

Sorry for not coming out in the past two days, guys. I had to meet the deadline for my new blog.

Here’s a FEARLESS FORECAST of President Aquino’s State-of-the-Nation Address (SONA) this afternoon: It will be a RENEWED LITANY of promises, dreams and visions for the country spiced with a lot of ‘pa-cute’ statements like Pnoy’s signature “Kayo ang boss koi!”

WITHOUT any solid, physical MAJOR ACCDMPLISHMENT to show or report to the people, and it’s all the fault of the Arroyo Administration.

Deputy Presidential Spokesperson Abigail Valte herself admitted that the Aquino Administration has been ‘most busy’ cleaning the dirt left behind by the previous administration and that much has to be done.

Meaning, people, Pnoy’s YEAR-LONG PRIORITY since he assumed office is to have members of the previous administration convicted and jailed.

Instead of how to GENERATE JOBS or livelihood opportunities, find ways to reduce oil prices, electricity costs and tuition and other measures to provide a better life for the poor.

Valte gladly concedes that the SONA will highlight the anri-corruption efforts of the Aquino Administration. And as we all know, Pnoy has been after former President Gloria Macapaga-Arroyo IMMEDIATELY after he took office, with the creation of the Truth Commission as among hs very first orders.

But Valte WOULD NOT divulge any details on what is the SONA’s other contents, especially on major achievements, if any of Pnoy.

If it’s about GMA, Valte’s on a no-holds barred mood. But if it’s about what Pnoy has done, ask him not her. If this isn’t MALICE AND HYPOCRISY, somebody give me a better term, if there’s any.

Valte says the SONA will contain facts and figures which will be easy to verify.

So ask yourselves, guys: how many, if any, new roads or bridges, school buildings or classrooms do you know of which were built under Pnoy’s government? Or public markets, hospitals, piers or airports? Even if these are only in the initial stage of construction

Personally, these facts and figures will only be, among others, about pledges of investments Pnoy has brought home from abroad, savings purportedly from his anti-corruption drive, supposed beneficiaries of the conditional cash transfer program.

But NO SPECIFIC and IIMMEDIATE or long-term solutions to the country’s problems. Pnoy will say his government is having a hard time coming up with solutions because GMA’s administration left a lot of mess.

He will again appeal for help and understanding to the people in his usual,, cinematic ‘paawa’ effect to be topped by a repetition of his campaign deception “Kayo ang boss ko!”

SOLID PROOF OF PNOY'S INCOMPETENCE!

I can hardly wait how President Aquino, and Malacanang, will counter a report by no less than the Asian Development Bank (ADB) which clearly shows the INCOMPETENCE of Pnoy.

In case you missed in the news, guys, the ADB said that the Philippines was being held back in foreign investments by bureaucracy, poor policy, an apparent lack of a rule of law, high costs of labor power costs and doing business and POOR INFRASTRUCTURE.

Do I hear presidential spokespersons Edwin Lacierda and Abigail Valte saying ‘OUCH?’

To put the proverbial icing on the cake, the ADB added that “Everything is available on paper but in reality, is lacking. Processes are not transparent, not competitive, and not robustly prepared.”

So the million-dollar question now is what has Pnoy done for the past ONE YEAR of his presidency? Especially in the areas cited by the ADB?

Pnoy, and his boys,, CAN’T DENY that our power costs have remained SKY-HIGH since they assumed office. They’ll likely say, as always, that they just inherited the problem from the previous administration.

But consider this, guys: Pnoy HAS NOT DONE ANYTHING either to bring down power rates. Just like oil firms, Meralco, Napocor and the Power Sector Assets and Liabilties Management (PSALM) and power producers continue to LORD IT OVER the economy.

With FULL SUPPORT from Pnoy’s Government, spiced By SELF-SERVING press releases asking utilities firms to explain rate increases, before approving it just the same. Have you heard of even a single, COMPREHENSIVE audit of Napocor on where their funds go? I have not.

Anybody correct me if I’m wrong and I’d appreciate it, promise.

On poor infrastructure, I ask again: Do you know, or have you read or heard in media, of any new roads, bridges, railroads, airports or seaports which have BEEN STARTED or built, under Pnoy?

Pnoy claimed in his first anniversary address that 2,000 kilometers of farm-to-market roads have been built under his Administration. But up to now, the locations, lengths, contractors and other specifics behind this claim have not been enumerated by Malacanang.

Similarly, the Department of Education, Culture, and Sports earlier reported that thousands of classrooms had been built for this school year. But as to where, how much, for whom and other details, it’s still anybody’s guess.

On investments, the Central Bank itself revealed that investment inflows in the four months to April FELL BY 15 PERCENT.

Take note, boys and girls: Other than the practically DAILY BARRAGE of accusations against the former Administration, we don’t hear anything from Malacanang on whatr has Pnot achieved so far.

So Pnoy’s State-of-the Nation Address on Monday will be VERY, VERY INTERESTING. Let’s all listen to EVERY WORD he’ll say, as in every single word. 30

LIFESTYLE CHECK FOR MARGIE JUICO!

Since the Senate is still on a probe of the Philippine Charity Sweepstakes Office (PCSO), then what about a lifestyle check oi its Chair Margie Juico?

Juico and the incumbent PCSO board for that matter.

An honest-to-goodness lifestyle check to be conducted by both government and private sector representatives, since it’s public knowledge that Juico is VERY CLOSE to the family of President Aquino.

Transparent with LIVE AND FULL MEDIA COVERAGE from start to finish, from all angles.

From actual presence and assessment of her declared assets and possessions to documentary validation of all these, including bank deposits, plus verification of the financial capability of whoever she’ll name as the owner or patron of any luxury she enjoys.

What do you think, boys and girls?

It’s been more or less a year since Juico was named PCSO chair by Pnoy. So like any other government employee, she can be subjected to a lifestyle check.

Let’s not forget, guys, JUICO’NOW CONTROLS the billions of pesos in PCSO’s coffers.

At least one transaction under her watch is now under question, a P500-million contract with a public relations firm which was uncovered by Sen. Jinggoy Estrada.

In case you missed it in the news, Juico said she KNEW NOTHING about the deal and that somebody might have signed the contract in her behalf.

I’m not a corporate man but I’ll dare say that IT’S ABSOLUTELY IMPOSSIBLE to close a deal as big as P500 million without the knowledge and approval of the chairman and/or the board of directors.

And in one of our blogs just days ago, a reader asked whatever happened to the PCSO’s P80 million budget for medicines under the Juico management team?

If Juico has nothing to fear or hide, then there’s no reason for her to object to a COMPREHENSIVE and INDEPENDENT lifestyle check.

Unless there is a law which says no government employee can be made to undergo the procedure if he or she has been on the job fot only a year, or two.

The mere fact that Ms. Valte has to announce that Pnoy has a vision, one year after his ascension to office, is a clear indication that our present leadership does not have a clear grasp on what is happening to our country. MS VALTE: WE NEED PNOY'S ACTION, NOT JUST VISION!

Deputy Presidential Spokesperson Abigail Valte says President Aquino has a vision for the country.

Doesn’t everybody? Don’t tell me she doesn’t have one herself.

A vision is NOT ENOUGH. What’s MORE IMPORTANT, what the people need, is action.

SOLUTIONS, long-lasting solutions, to the country’s major problems, not to his UNENDING quest for political vengeance and media mileage through FAULT-FINDING.

As early as his campaign for the presidency, Pnoy’s battlecry has been his anti-corruption initiative.

But think about these, boys and girls:

JUETENG, which everybody knows is one of THE BIGGEST sources of MILLIONS of bribes for corrupti politicians and police officials, REMAINS UNTOUCHABLE.

Since Pnoy took office more than a year ago, NOT EVEN ONE jueteng lord has been arrested or charged. Not even one WIDESCALE CRACKDOWN on jueteng has been launched.

Pnoy was even reported once as having said jueteng was not among his priorities.

His known kabarkada and kabarilan. Interior and Local Government Undersecretary Rico Puno, was accused once of receiving jueteng bribes. But Pnoy DID NOT even order an investigation into it.

Instead, Pnoy MMEDIATELY and PERSONALLY cleared Puno of any wrongdoing.

Another kabarkada and kabarilan, Land Transportation Office chief Virginia Torres, was accused of improper actions A Department of Justice (DOJ) panel recommended that charges be filed against her.

Again, Pnoy DID NOTHING. Torres is back at her post.

As I’ve noted before in earlier blogs, Pnoy once pointed to dilapidated and poorly stocked government hospitals and heatlh facilities for the poor. But when he became president, the budget for these WAS REDUCED by as much as 40 PERCENT.

Two favorite words of Pnot since he became president are truth and justice.

But after more than 20 years, the killers behind the Mendiola massacre of protesting farmers when his mother Cory was president REMAIN FREE.

Same thing with the gunmen who MASSACRED protesting farmers at Hacienda Luisita some 10 years or so ago. And in both cases, Pnoy has DONE NOTHING to identify and arrest the killers.

Pnoy announced in his anniversary address as President that 2,000 kilometers of farm-to-market roads have been built under his Administration.

But up to now, NOTHING SPECIFIC is known about these supposed roads – location, beneficiaries, cost, conractor, etc.

Need I say more, guys?, Think hard, think VERY HARD, of everything I’ve said. 30

PNOY'S ACCOMPLISHMENTS, PLEASE...


Don’t you notice something, boys and girls?

We have been reading or hearting about all sorts of accusations against the former Administration in media almost every day for the past several weeks.

But other than President Aquino’s address during the anniversary of his first year in office, we hardly read or hear of what has been accomplished so far by this Administration.

Solid and physical or tangible proof of what Pnoy’s Government has done so far to address the IMMEDIATE AND PRESSING CONCERNS of the people.

I’M NOT SAYING that Pnoy has not achieved anything for his freshman year as our President.

What I’m driving at is why can’t they come in media with their DETAILED achievements as often as they come out with their tirades against their political foes,

Achievements as in those which have already happened or been finished, and not those which are only about to happen.

Let me cite a few and please, think about these guys:

I remember Pnoy claiming in his first anniversary address that his Administration has already built 2,000 kilometers of farm-to-market roads,

So where exactly are these roads? How much did each cost and who were the contractors? Who are the beneficiaries and what is our assurance that there were no irregularities in the project? Pictures, please!

There was also a report a few weeks back saying that according to the Department of Education, Culture and Sports, thousands of classrooms had been built for this school year.

In what schools, where and for whom? How much did these cost and who built them? How can we be sure that the project is without fraud?

Stories on hunger and the hungry have been hitting the newspapers.

But I haven’t come across any MASSIVE FOOD-PRODUCTION program by the Aquino Administration for farmers and fisher folk, which can surely bring down food prices and thus enable the poor to buy and eat more.

Or any WIDE-SCALE financial assistance credit program with REALISTIC and DECENT credit lines for these people.

And remember, guys, Pnoy’s government is more than willing to spend hundreds of millions of pesos for condoms and other birth control devices.

Unemployment remains a very big problem but do you know of even a single move or program at all by the Aquino government to continuously generate jobs?

I don’t. Anybody can correct me if I’m wrong.

Infrastructure projects are among he fastest ways to produce jobs. And we need a whole damn lot of it – new roads and bridges, public hospitals or health centers, school buildings, housing, you name it.

But you tell me, boys and girls: How many infrastructure projects are you aware of, whether in progress or completed, under Pnoy’s government? If any, are these commensurate to a year in power?

For me, what I hear more often than not is the P20-BILLION plus which this government wants to spend for DOLEOUTS for the poor.And Pnoy’s vocal and categorical support for the project.

I wonder how many roads, bridges, school buildings and classrooms, food production projects and other similar undertakings can P20 billion finance?

And how many laborers or construction workers, or farmers and fisherfolk are among the poor? 30

SPEND YOUR OWN MONEY FOR GARCI PROBE!

To Senators Francis Escudero and Allan Peter Cayetano, Malacanang and the rest of those calling for a probe of renewed allegations of poll fraud in 2004 and 2007, SPEND YOUR OWN MONEY for it if you really want to.

Not Senate or Malacanang funds to save our hard-earned taxes.

Sen. Escudero, co-sponsor a resolution for an investigation if you want to but be sure to specify that apart from your own monies, the probe will be CONDUCTED AFTER sessions and OUTSIDE the Senate.

So that the Senate will save on added power and food bills and the probe will NOT EAT UP the time for your MAIN JOB as senators, writing proposed laws to uplift the life of us ordinary mortals.

And personalities who will be summoned to the investigation can sue anyone of you for grave slander or other related charges if they think they will be demonized, maligned or dehumanized during the process.

SPECIFY who will JUDGE the truth or falsehood of the results of the probe and what the hell is the REAL MEANING OF TRUTH this time.

And most of all, honorable senators, prove your IMPARTIALITY first by intensely questioning and investigating the sources of these latest exposes before you even initiate an investigation.

Suspended ARMM Gov. Zaldy Ampatuan is a principal accused in the Maguindanao massacre. There is a standing warrant of arrest for former Maguinfanao election supervisor Lintang Bedol for poll fraud.

In other words, the two are of HIGHLY DUBIOUS and notorious reputations. Isn’t there a saying in law that if the source is polluted, so is the proof?

Both Bedol and Ampatuan are serializing their allegations of fraud ONLY IN MEDIA. They HAVE NOT yet given a written statement. Commission on Elections (Comelec) Chair Sixto Brillantes himself said “we cannot rely on interviews.”

If you won’t question these two first, honorable senators, and would rather go directly to a probe, then that will be nothing less than another CHEAP POLITICAL GIMMICK for MEDIA MILEAGE.

Consider these also, boys and girls:

Brillantes himself categorically declared that it would be pointless to prove who really won in the 2004 elections despite the “Hello Garci” controversy.

Brillantes said the presidency of Gloria Macapagal-Arroyo cannot be nullified, adding that “we cannot nullify her actions for six years.”

MONTHS were spent on congressional hearings in the “Hello Garci” controversy, all the accusers were invited and given all the opportunities to prove their claims but no one came up with indisputable proof.

Bottom line: WHAT GOOD will a reopening of alleged poll fraud do? Will it help solve unemployment, hunger and other major problems we face day after day after day?

This must have shrunk over the years because of more electronic devices and as ticket sales increase, more and more surplus funds are generated. MARGIE JUICO'S TURN TO EXPLAIN!

It’s now PCSO Chair Margie Juico’s turn to EXPLAIN.

A public relations firm has cornered a P500-million deal with the PCSO at her behest. That P500 million is almost 100 TIMES BIGGER than the P6 million plus worth of vehicle donations given to seven bishops during the Arroyo Administration.

VERY LITTLE is known as of now about that deal, especially the terms and conditions and the short and long-term advantages to the PCSO, if any.

But Juico RAISED HELL over the vehicle donations to the bishops, gamely and willingly feeding the details to the media and the names of the bishop-recipients. Even though the PCSO's basis, the Commission on Audit (COA) evaluation that the donation was unconstitutional, HAS NOT BEEN RULED ON by the Supreme Court.

The SOLE BODY which has the power to settle questions of constitutionality.

Even though there is no exact figure, I will dare say that the vehicles had benefitted thousands at the least of the bishops’ flock. So Juico must PROVE that P500 million for PR would benefit tens or hundreds of thousands of the poor and the needy.

More importantly, Juico must justify that the P500 million is COST-EFFECTIVE. She must have PROOF that the amount would yield a reasonable return to the PCSO.

And will not be spent SOLELY TO BOOST HER POPULARITY and IMAGE.

Second, Juico must justify why must the PCSO open account at a non-government bank when it is a government agency. Anybody correct me if I’m wrong but this is ILLEGAL. I admit, however, that I don’t know if there are exceptions.

Bottom line: What makes that private bank SO SPECIAL? What are the terms and conditions? Juico is a government executive so it goes without saying that she must patronize her own.

Lastly, what exactly is the ‘BLACK FUND’ for?

The name alone gives an immediate impression of dubious, if not notorious, intentions. Juico must reveal its purpose or LEGITIMACY, amount, legal basis and most of all SAFEGUARDS against MISAPPROPRIATION, QUALIFIED THEFT or PLUNDER!

Senate Blue Ribbon Committee Chair Teofisto Guingona is an ally of the Aquino Administration.

Let’s see how IMPARTIAL and RIGHTEOUS can he be! 30

CURRENT PCSO FUNDS MUST ALSO BE PROBED!

For total transparency, the funds of the Philippine Charity Sweepstakes Office (PCSO) under its new management must also be probed.

If it’s the job of the incumbent officials to reveal what they perceive to be anomalies by their predecessors, the more they must COME CLEAN for their first year in office

I’m not a lawyer but I don’t think they’re IMMUNE from audit, even a PARTIAL AUDIT. Anybody correct me if I’m wrong.

If they have NOTHING TO HIDE, and their records are IN ORDER, then there should not be any problem for them to render even a partial accounting of the PCSO’s monies ANYTIME,

The current PCSO management has been in office for one year!

BILLIONS of pesos have passed through the agency, under their watch and discretion, since then.

But we, the people, DON’T HAVE ANY ASSURANCE YET that no malversation, illegal diversion, theft or any other kind of anomaly has been happening with the funds since they took over.

We don’t know if the millions of daily sales from lotto and sweepstakes are ALL IN and accounted for.

We have no proof that cash and logistical disbursements were ALL RECEIVED by the supposed beneficiaries of the agency’s various programs.

We don’t even know how much has been spent for supposed projects and programs of the agency, and if all the expenses have been LIQUIDATED.

We’re all in the dark as to where or for what has the PCSO been spending money for, how much and if all transactions so far are LEGAL

And without any OVERPRICING and disadvantage whatsoever to the government.
None of us can tell if all purchases of materials and equipment so far are in accordance with all rules and regulations. In short, NONE OF US can tell if the current PCSO iis 100 percent GRAFT-FREE!

I repeat, guys, we’re talking of BILLIONS OF PESOS here.

Since the current PCSO management has started revealing where the funds were supposedly spent by their predecessors, IT’S HIGH TIME we find out how have they been handling the monies.

They’re also accountable to us, not just the former officials.

The dioceses where the bishops were assigned are in the poorest provinces (of the country) where the roads are underdeveloped. Does anyone think an owner-type jeep could be useful and effective on that road? The bishops had to procure vehicles (which would be) useful on all types of road conditions. In the case of the bishop of Lagawe, what he asked for is a van intended for charity work in Ifugao province. Kaya nga Caritas Christi ang naka mark sa van. I have been to ifugao for verification. I found out that ambulances are so limited and mahirap pang maka request, especially kung wala kang padrinong pulitiko.

Why will the President apologize? And Juico resign?? Dahil sa nabuking yung mga request nilang mga cars at na-issue na millions for their needed cars?
What a shame!! They apologized, returned the controversial vehicles and now they want the President and the PCSO chief to apologize dahil sa napahiya sila at nabuking? That's ridiculous!

The bishops and priests who only received donations from the PCSO for their charity work are still receiving criticisms until now.
