If the government is serious about investigating illegal drug mules or couriers and illegal drug smuggling, it can start right away even without the House of Representatives or the Senate.
How? First, RELIEVE ALL IMMIGRATION personnel and BAGGAGE SCANNERS at all airports, especially those who have been at their posts for more than two years.
Illegal drugs may be hidden in various ways in a courier’s luggage but the bottom line is they still get through because some baggage scanners are in connivance with them.
At pag pinalusot na ang courier ng kanilang mga kasabwat na scanner, titiyakin naman ng mga kakutchaba nila sa Immigration na wala nang pipigil sa kanila hanggang makasakay sila ng eroplano.
Second, records must be checked as to who were the baggage scanners and immigration people on duty when the three convicted drug couriers in China left the country.
They must be asked to explain, IN WRITING, and subjected to a THOROUGH LIFESTYLE CHECK.
Third, all x-ray machines must be examined right away to see if they are scanning luggage properly and effectively. If not, why is it still being used and who allowed the defective machines to continue functioning.
Pang-apat, dapat magkaroon ng biglaang inspeksyon ng mga warehouse at iba pang puwedeng paglagyan ng mga kargamento o pagaari ng mga pasahero.
The inspection must include trained dogs and every other drug-detection equipment possible. It must be done publicly and with FULL MEDIA COVERAGE for transparency.
Fifth, closed circuit television (CCTV) cameras must be increased and roaming inspectors must be deployed against suspicious or superficial examination of luggage and passengers.
These measures are rather basic. Those who have NOTHING TO FEAR would not mind any or all of these steps to curb drug smuggling.
