Batangas Gov. Vilma Santos Recto must be investigated for the fish kill that has struck the province.
Santos and for that matter, all the mayors and local officials of the areas affected by the fish kill. Related to this, Interior and Local Government Sec. Jessie Robredo should explain why has there been no wide-ranging probe of the liability of local government officials in the fish kill.
More and more people are asking why has Vilma been unusually quiet about the fish kill.
She hasn’t been seen in any area that has been c rippled by the fish kill, even in the last three towns where the phenomenon had spread. Neither has there been any known direct action or order by her on how to deal with the fish kill and the affected residents or workers.
Considering the extent of the damage and scope of the fish kill, Vilma should have been among, if not THE FIRST, to take over the situation since she is the governor.
She’s THE BOSS of the province. One way or another, she has to be AN ACTIVE player in the crisis but so far, SHE’S NOT!
Add to this the INACTION, so far, of Batangas officials against owners of illegal fish pens which contributed to the fish kill. No names and no legal action by Batangas officials have been reported so far.
If there is, I’d gladly come out with it.
But in Talisay town alone, news reports say there were as many as 329 illegal and overstocked fish pens. As I wrote in our preceding blog, illegal fish pens are HIGHLY VISIBLE STRUCTURES!! How come these remained UNTOCUEHD until the fish kill struck?
Environment and Natural Resources Sec. Ramon Paje had to be the one to order the filing of charges against the owners of illegal fish pens.
WHY can’t Vilma and other Batangas officials do it? Why didn’t they ever since?
Vilma had better realize that the longer she keeps quiet, the more SHE’LL DESTROY HERSELF politically. And don’t be surprised, boys and girls, if eventually her husband, Sen. Ralph Recto, would be accused of protecting her against the fish kill crisis.

BATANGAS Governor Vilma Santos-Recto created a team to assist local government units affected by the fish kill in Taal Lake.
The provincial government sent two backhoes and several dump trucks to Talisay, Laurel and Agoncillo towns to speed up digging and burying of dead fish. Provincial health personnel apply lime on the rotten fish to eliminate the odor.
Aside from Talisay, Laurel and Agoncillo, dead bangus and tilapia also lined up the coastal towns of San Nicolas, Cuenca, Sta. Teresita and Alitagtag.
Town mayors thanked the provincial government for helping them dispose of the dead fish.
Meanwhile, the Task Force Taal Lake will investigate the fish kill and the reported dumping of dead fish in the lake.
Operators found dumping dead fish will face revocation of permits.
Provincial Fishery Office chief Rose del Mundo said the natural movement of the lake’s water layers occurs twice every year resulting in the drop of water temperature and oxygen level that caused the fish kill.

BATANGAS CITY—A sudden drop in temperature that lowered oxygen level at the onset of the rainy season in Taal Lake has killed 752.6 metric tons of fish worth P57.226 million since Friday, officials said on Sunday.
The fishkill was the worst climate change disaster to hit Batangas, according to Rosario del Mundo of the Bureau of Fisheries and Aquatic Resources (BFAR) office in the province.
The loss at Talisay town’s side of the lake involved 375 MT of bangus (milkfish); 160 MT of tilapia, 50 MT of bangus and 1.6 MT of bangus fingerlings in Laurel town; 160 MT tilapia in Agoncillo; and 12 MT of bangus in San Nicolas.
Del Mundo said she first received the report of a decrease in oxygen level at the lake on Thursday, and the cultured fish began dying by the next day.
“If the dissolved oxygen drops and it rains, the fish cannot breathe and it dies,” she said.
Schools of fish were seen swimming in circles before they floated dead to the surface in huge numbers. The deaths have occurred in the past at summer’s end, but in much smaller numbers, officials said.
Biya, a fish species that only thrives in the lake, and crabs also died.
Del Mundo said the loss could still go higher because some fish cage owners, mostly Chinese, were still determining damage.
Talisay Mayor Zenaida Mendoza yesterday said she had ordered the dead milkfish, unfit for eating, buried under a mixture of soil and lime to dispel the foul odor in an isolated and upland area of Barangay Sampaloc.
Mendoza said that Gov. Vilma Santos-Recto sent a backhoe to help in the disposal, hampered by heavy rains.

MANILA, Philippines – The situation in Taal Lake may take a month before it returns to normal, according to Batangas Governor Vilma Santos.
In a phone interview with ABS-CBN’s TV Patrol, Santos admitted that finding a location to bury the tons of dead fishes has been a problem.
“Nahihirapan humanap ng mga papayag na maghukay at doon ilibing ang mga patay na isda. Kulang na kulang ang mga lugar na pagbabaonan ng mga isda,” she said.
The actress-turned-local politician said the province can provide burial lots in other Batangas towns but transporting the dead fish may invite more risks.
“Mayroon din mga provision lot ang probinsiya, ngunit ito’y nasa malalayong lugar katulad ng Rosario. Pinag-iisipan ng health department na kapag kinuha ang mga isda at iba-biyahe, baka lalong hindi maging maganda sa kalusugan ng lahat ng dadaanan,” she said.
Santos continues to call on the private sector to help the local government in disposing the tons of dead fish.
The towns of Talisay, Agoncillo, Laurel, San Nicolas, Cuenca, Alitagtag, and Santa Teresita have been placed under a state of calamity because of the massive fishkill in the province.
The province has lost more than P141 million because of the fishkill.
Task Force Taal
Santos said the dismantling of illegal fish pens in Taal Lake has been the local government’s endeavor for 3 years in a project called “Task Force Taal”.
“Alam namin na hindi na maganda ang kalagayan ng tubig diyan sa Taal. I’m proud to say na libo na din ang aming natanggal na fish pens diyan,” she said.
She even admitted that her fight against illegal fish pens in Taal almost cost her the election.
Illegal fish pens in Taal were ordered dismantled by the Department of Interior and Local Government on Thursday, as these have been found to be the reason for the fishkill phenomenon.
Open fishing
Santos proposed that “open fishing” policy be implemented in Taal Lake, to give locals more control in maintaining the quality of the lake.
“Dapat ang nagmamay-ari ng lawa ay BatangueƱo. Iba ang nakikinabang, nagiging trabahador ang mga BatangueƱo,” she said.
The health department earlier said the fishermen wading into the lake without gloves and boots could soon suffer from skin diseases.
If they ingest the water, it could lead to diarrhea.
The local government said health workers are on standby to assist the fishermen and residents.
The recent fishkill has slowed down the tourism industry at Taal Lake, which is still reeling from the renewed activity of Taal Volcano. -- With a report from ANC

'Fishkill' affected areas get assistance

MANILA, Philippines (RRR) — Batangas Governor Vilma Santos Recto, formed and dispatched various teams to assist the local government units affected by the fish kill in Taal Lake on May 26-27, which damage livelihood up to P70 million.
Two unit backhoes and several dump trucks were dispatched to affected towns of Talisay, Laurel and Agoncillo, wherein bulk of the estimated 800 tons of dead fish came from, to speed up the digging of disposal sites for dead fish for health and sanitary reasons. Provincial health personnel are also helping the teams by applying lime substance on the decaying fishes to control the stench and foul odor, while the provincial agriculture staff is continuously assessing the situation and ready to give necessary advisory on emergency fish harvest from anytime.
Heavily-affected areas are the shorelines of Talisay, Laurel , Agoncillo, San Nicolas, Cuenca , Sta. Teresita and Alitagtag towns where tons of dead fish, bangus and tilapia, lined-up along the coastlines.
Talisay, Laurel, Agoncillo and San Nicolas which compose Taal Lake's “fish cage zone,” where the raising of commercial fish cages are allowed and encouraged, took most of the damage from the natural phenomenon.
Town mayors appreciated the immediate response and assistance being extended by the personnel from the provincial engineering, health, agriculture, general services and information offices, who are working hand-in-hand with municipal employees in cleaning up the dead fish packed coastal areas.
Meanwhile, Task Force Taal Lake will also conduct an investigation on the incident. It will also validate and investigate reports on illegal dumping of dead fish to the Lake which allegedly caused the accumulation of large numbers of dead bangus and tilapia along the shore. Operators who will be found liable will face revocation of issued permits by local government units.
Provincial Fishery Officer Rose Del Mundo of the Bureau of Fisheries and Aquatic Resources, explained that the lake phenomenon, locally termed "duong," is a natural mixing of the Lake's water layers that occurred twice every year in which from the circulating process organic wastes at the water bed are whirled above which also cause the drop in water temperature and oxygen depletion that eventually killed tons of bangus and tilapia.

Scientists have been warning government authorities that fish structures, which were built along the Kakiputan Channel in Bolinao and Anda towns in the last ten years, would endanger the marine ecosystem there. Batangas Governor Vilma Santos-Recto warned of overfishing in the Taal Lake area and ordered the reduction of existing fish pens in the area. Yet, nobody -- neither the government functionaries nor fish pen owners -- heeded such warnings.

Dagdag pa ng gobernadora, matinding panggising sa mga malalaking negosyanteng nagmamay-ari ng mga fish cages ang mahigit 800 tonelada ng patay na isda sa mga kalabisang ginagawa nila upang kumita nang malaki.
Sa pagpapatupad ng mga batas ukol sa lawa, pinaalalahanan din ni Gov. Vi ang mga mayors ng coastal municipalities na mahigpit na bantayan ang mga negosyanteng nakikinabang sa lawa, particular ang mga banyagang mamumuhunan. Hawak ng mga LGU ang pag-iisyu ng business permits para sa mga fish cage sa lawa.
Ayon sa mga eksperto mula sa Dept. of Environment and Natural Resources, Bureau of Fisheries and Aquatic Resources at Dept. of Science and Technology, ang pangunahing sanhi ng mga fishkill ay ang biglaang pagpapalit ng klima. Subalit nakadagdag pa rito ang napatunayang “overstocking” ng mga fish cages at “overfeeding” ng mga laman nito.
Sakit ng ulo din ng pamahalaang panlalawigan ang patuloy na pananatili ng mga residente sa volcano island na nasa loob ng Permanent Danger Zone.
Ayon kay Gov. Vi, malaking hamon sa kanya ang pagpapanatiling malinis ng lawa lalo na at walang posisyong itinaalaga sa kanya ang Protected Area Management Board (PAMB), ang ahensyang nangangalaga sa Taal Lake. Ngunit sa pamamagitan ng Task Force Taal Lake (TFTL), pinangunahan ni Gov. Vi ang kasalukuyang patuloy ng pagkilos para sa ikabubuti ng Lawa ng Taal.

Talisay,Batangas- Nagtipon at nagpulong ang mga kinatawan ng ahensyang nasyunal, panrehiyon, panlalawigan at lokal na pumunuan ng mga bayan na may direktang kinalaman at kapakinabangan sa Taal Lake para sa isang Consultative Conference on Fishkill noong-ika 6 ng Hunyo 2011.
Ang pagtitipon ay pinangunahan ni Department of Agriculture Secretary Proceso Alcala kasama ang mga tanggapang nasa ilalim ng kanyang pamunuan upang dinggin ang mga hinaing at balangkasin ang solusyon sa malawakang pagkamatay ng isda sa lawa ng taal.
Inter-Agency Cooperation ikinasa
Dahil nga sa malawakang epekto ng pagkamatay ng mga isda, ikinasa ang isang inter-agency cooperation sa mga stakeholders sa paligid ng Taal Lake at mga ahensyang naatasan ni Sec. Alcala upang mabilisang maaksyunan ang pinsala at matulungan ang mga taong lubhang naapektuhan ng kalamidad partikular ang maliliit na mangingisdang BatangueƱo.
Kabalikat ang mga ahensya tulad ng BFAR, DSWD, DOST at DENR, ihahain ang tulong tulad ng cash for work, alternative livelihood programs, monitoring of water quality ganun din ang pagpapahiram ng water assets ng PNP at Phil. Coast Guard upang makatulong sa mabilis na pag-aalis ng mga patay na isda sa lawa.
URR on Taal Lake dapat sundin
Mahigpit na isinulong ng ilang alkalde sa paligid ng lawa ang pagsunod sa napagkasunduang Unified Rules and Regulations on Taal Lake na nagsasaad ng pagpapanatili ng 6,000 fish cages sa lawa na siya umanong nagpakasunduan sa pagitan ng mga local government units sa paligid nito.
Ang bilang umano nito ay batay sa isinagawang pag-aaral ng mga eksperto hinggil sa kapasidad na magbigay-buhay ng lawa para sa mga mangingisda.
Sa kanyang paliwanag, ipinahayag ni Cuenca Mayor Edmund Remo na anumang bagay na ipakain mo nang labis sa anumang nabubuhay ay isusuka nito pag hindi nakaya ng kanyang sistema, at ganito umano ang nangyari sa lawa.
Bukod sa natural na pagbaba ng lebel ng oxygen na normal na ugali ng lawa, isa sa tinitingnan ang pagkakaroon ng over stocking o labis na bilang ng mga isda sa loob ng mga fishcages na siyang nagkumpetensya sa kaunting hangin sa loob ng lawa dahilan upang tonetoneladang isdang bangus at tilapia ang lumutang dito.
Zero Excess mahigpit na ipatutupad ng Task Force Taal Lake
ReplyDeleteDahil sa naganap na fish kill na sanhi ng natural na phenomenon sa lawa, isa sa mga tinitingnan na hakbang ang mahigpit na pamantayang zero excess o hindi lalampas sa anim na libong fish cages lamang ang papayagan ng mga kinauukalan partikular ang Task Force Taal Lake na siyang itinalagang maghawak ng regulasyon sa bilang ng mga pangisdaan sa lawa.
Ayon kay Provincial Administrator at concurrent TFTL Vice Chair Victor M. Reyes, nakakasa na ang mga implementing plan ng task force na alisin sa paligid ng lawa ang mahigit na 1,200 pang iligal na fish cages pagkatapos ng 90 day extension period na nakatakda magtapos noong ika-31 ng Mayo at ipatupad ang total dismantling bago pa man maganap ang fishkill noong ika-26 ng Mayo 2011.
Suportado din ng Task Force on Taal Lake ang mahigpit na pagpapatupad ng URR sa paligid ng lawa na siyang magiging batayan sa kaayusan at kapaligiran ng Lawa.
Nagbigay na rin ng direktiba si Alcala sa mga ahensya ng kanyang tanggapan na ibigay ang lahat ng tulong, tulad ng kagamitan at manpower sa isasagawang dismantling ng mga iligal na pangisdaan sa lawa.
Apela sa Publiko, Media
Umapela naman sa publiko at media ang mga alkalde partikular si Talisay Mayor Zeny Mendoza na huwag namang gawing sensasyunal ang malawakang pagkamatay ng mga isda at huwag ibato sa lokal na pamahalaan at sinumang ahensya ng gobyerno ang sisi sa pangyayaring ito.
Kailangan umano rito ang pagtutulungan ng bawat isa at mabilisang aksyon sa kalamidad upang agarang makabangon ang industriya ng pangisdaan sa lalawigan.
Binigyang diin ni Mayor Mendoza na ang pagkamatay ng isda ay bunga ng natural na kaganapan at hindi umano sanhi ng lason. Ipinaabot nito sa media na ligtas ang isdang mahuhuli sa lawa na hindi galing sa fish cages na naging biktima ng kalamidad.

Sir with due respect...ang may responsibilidad ng municipAL WATERS AROUND Taal lake ay responsibilidad ng Local Government units (municipalgovernment) sila po ang nag issue ng permits sa mga fishpen operators since then.. before Gov. Santos Recto became Governor..Then sa kanyang term ay binuoo ang TaskForce Taal Lake to oversee ang condition ng lawa to regulate ang number of Fishpens dito as for.. Nag start ang operations ng TF Taal lake last JUNE 12 2009.. 3 years na , nag start ito to clear pansipit river of illegal fishpens.. after that.. yun lake TAAL.. the provincial government with Gov. Vi Directive together with concern agencies, DENR, Provincial Government -Environmental and Natural Resources, BFAR, PNP, Phil Coast Guard, and together with NGO's Tanggol Kalikasan ay nag conduct ng operation clearing the lake of illegal fish pens/cages.. me documents and proof/ materials kami na magpapatunay dyan. were about to clear the lake WITH ITS 1200 ILLEGAL CAGES.. nun may 10, about two weeks before the fish kill happens.. nag advise na ang provincial government sa mga fish pen operators na walang permit na to volountary na dismantle ang kanilang illegal structure before MAY 31.. after the 90 day extension period na hiningi ng mga operators..dahil yun daw ang kanilang time para ma achieve ang full harvest growth ng kanilang isda.. both parties agreed if.. hindi ma harvest after the deadline.. TF will take action and kakasuhan ang mga ilegal fish operators and confiscation ng kanilang fishcage materials including the volume of fish inside the cages..then the unfortunate happens.. nag karoon ng natural turn over (MAY 26) ng quality ng tubig sa lawa because of changing climate resulting to fish kill even before ma implement ang Total dismantling operations ng TF Taal Lake. now see this.. dito na confirm na madami sa mga illegal na fish cages operators ang nag over stock ng kanilang isda.. ayun sa Unified rule and Regulations around taal lake suggested by BFAR.. The PG GOvernment is doing a favor for it s partner agencies to implement what is good for taal lake..Yun pong FISHKILL ay parte ng natural na phenomenon..and TF taal lake ay seryoso sa pagpapatupad ng regulating Taal Lake and get rid of those illegal structures before the fish kill.. so hindi po accurate na ma accused kami ng corruption dito.. but you can see greed between those operators sa dami ng kanilang isda( way beyond the limits set) sa kanilang pens na nag resulta ng tons of volume dead fish.. pati yun mga legal na operators nadamay.

The same issue used against Ate Vi, as she is fondly called by her friends, by her rivals in the last election and similar criticism that she is facing now in the midst of the ‘fish kill’ crisis in Batangas.
Walang ginagawa (she is not doing anything) in the calamity that hit the coastal towns of Talisay, Laurel, Agoncillo, San Nicolas, Cuenca, Sta. Teresita, Alitagtag and Mataas na Kahoy, all under the state-of-calamity, when ‘fish kill’ in the renowned Taal Lake affected more than 1,000 tons of bangus and tilapia in fish cages.
In fairness with the Governor, she is on hand in the situation, even at the very start of the crisis, organizing various teams of Capitol employees from the Engineering, Health, Agriculture, General Services and Public Information Offices to extend all necessary assistance to affected areas ensuring health and safety of the people, proper disposal of decaying fish along the shorelines and those floating on the Lake, and logistical assistance to concerned Mayors.
A top lady broadcaster and television newscaster made her positive remarks admiring Gov. Vi for the efforts she has been doing to stabilize the situation since the first day of the crisis.
Saving the Lake
Task Force Taal Lake (TFTL) led by its Chairman Provincial Administrator Victor M. Reyes, dismantled 70 illegal and abandoned fish cages in the Lake within the villages of Sampaloc, Aya, Tumaway and Quiling in Talisay town.
The operation on March 1, was the result of the series of dialogues and meetings between the Mayors of the towns within the lake’s “fish cage zone” and Gov. Vilma Santos – Recto, who personally directed the task force early this year to resume the clean-up drive operation on illegal fish pen to sustain the gains achieved by the multi-sectoral group since it was established in 2008.
Meanwhile, a 60-days moratorium was granted by Gov. Vi, through a memorandum of agreement after the Mayors of Talisay, Laurel, Agoncillo and San Nicolas, with the help of the Municipal Mayors League of Batangas, appealed to the Governor in behalf of fish cage operators. After the two-month grace period had lapsed, monitoring and dismantling of fish cages without valid permit will resume immediately.
From the time the TFTL was created by the Provincial Government, 5,221 fish pens along Pansipit River and Taal Lake were dismantled while around 1,300 more to be disassembled.
The paramount interest of Gov. Vi is to save and protect Taal Lake from looming devastation due to flourishing of fish cages which is bit by bit killing Batangas’ precious gift from Mother Nature – the world renowned Taal Lake where an active and one of the most deadliest volcanoes lies.
“We must sacrifice by putting our efforts together to stop the imminent destruction of Taal Lake,” Gov. Vi stressed. “Drastic steps must be done by all concerned for the next generations to also enjoy the beauty and blessing of the Lake,” she added.
Since Taal Lake is connected to the sea, it becomes home to many endemic species which have developed and adjusted to the desalination of its waters, such as tawilis (fresh water sardinella), maliputo and igat.

Clearly, the scenario is far from what he's thinking or wishing for. Eh di sana nagalit na ang mga tao kay Gov Vi, nagkaroon na sana ng mass actions. There is no flash of mass anger, there is no public outcry against the good
governor sparked by the fishkill because the people of Batangas knows more than he does, they know better to see the real picture. They know that Gov Vi is doing her hardest about this problem, di lang ngayon kundi nung 2007 pa.
I firmly believe that comments from Jing Segismundo, Edwin Zabarte, Ben Diokno, etal, helped reveal the unvarnished truth. And that is the truth! Kung si Gov Vi ay natatagalan ang masangsang na amoy sa paglilibot nya ng fishpens, sana tumulong na lang tayo in cleaning up the mess. Kaya mo?

ReplyDeleteIt think even though the fishkill effected alot of fish pens the fish from north of manila should be ok becasue it comes from fish farms wich are located in the north. its wrong to make everyone suffer for the greed of a few.If people are concerned about the dead fish being sold at the markets then go to the fish farms and buy directly from the pond so you can see the fish wear alive when you bought them.
ReplyDeleteit is easy to point an accusing finger to government officials, but please as a responsible blogger/writer, double check your sources of information first. kawawa naman ang mga government officials na talagang gumagawa ng aksiyon upang resolbahin ang problema ng fish kill at illegal fish cages. natapos na ang rehimen ng macapagal-arroyo at mga sanchez sa batangas. tayo ay nasa makabagong panahon na na tumatahak sa matuwid na daan. about time to help in nation building. about time to lend a helping hand in fighting natural phenomenon as fish kill. panahon na na ang bawat isa sa atin ay tumulong at hindi pumuwesto sa isang sulok at manira. ReplyDeleteI don't think Gov Vi has been unusually quiet about the fish kill. On the contrary, she is much in evidence and has taken actions to help solve the problem. Ilang beses ko syang napanood sa TV being interviewed regarding this issue and she has given her legal, moral and ethical directives on this issue.

And she has taken the risk as the elections draw near nung 2010 sa mga banta ng mga fishpen operators at mga mangingisda na matatalo sya sa mga baybaying bayan ng taal kung di nya ipahihinto ang dismantling?

It's my wish that this country should be purged of undesirable politicians, and the people who opposed the illegal fish pen demolition should be blotted out first.

Awareness regarding the situation of fish pens sorrounding Taal was made public by Gov. Vi. She personally visited the area dismantling some fish pens. Palagay ko ang action na 'yan ni Gov. Vi ay public accountability na ring maituturing. Wala s'yang kinalaman dyan bagkus siya pa ang nagbulatlat ng issue na iyan!!! Actions were made but by nature alam nating kung paano magpalusot ang mga pinoy dahil sa kahirapan. Hindi naman binabantayan ang Taal Lake ng mga pulis 24/7...may mga nagpuslit dyan ng fingerlings sa hatinggabi. I believe the GOOD GOVERNOR should be given enough time to probe further!!!Alam kong kaya niya iyan!!!!Si Gov. pa. ReplyDelete!!Gov. Vi is the initiator of the action, she needed help at nasa mga tao na lang ang desisyon kung magiging responsible citizen sila. Sa tingin ko may mga ordinary citizen na mahihirap ang involved d'yan na inupahan ng mga Chinese owners gawa ng kahirapan!!!! Ibinudbod ang mga fingerlings during wee hours. Wala pa naman kasing Taal security ngayon na nagbabantay. I think sa nangyari na iyan magkakaroon na ng Security this time.Leave it to the Good Governor, alam kong kaya niyang buwagin iyan!!!!
The provincial government has done the most to regulate the fishcages in Taal Lake. None of the National Government Agencies now ordering dismantling have helped previously except through their local personnel but all the budget for the clearning activities were provided by the province. This fishkill would have affected twice the area if illegal cages were not removed these past three years.

Vilma is one sincere, hard-working public servant who has made a lot of personal and financial sacrifices just to be able to be worthy of the trust and hope that people have placed on her. Imagine, nakapila ang mga matitinding projects like Vi-Sharon, indie offers by Jeff Jeturian, Brillante Mendoza, Adolf Alix, TV5 tv programs pero inuna niya Batangas. Whay could she possibly run after, being a Gov but only to serve. Money, fame, recognition? She can get it faster from showbiz.
