THANKS, GOV. VILMA SANTOS RECTO

Before anything else, I think I now have to thank Batangas Gov, Vilma Santos Recto.

Despite the fury of her supporters against me, she has remained quiet and civil. That means she understood that I am not accusing or insulting her over anything, and have been fair enough to come out with her side while asking legitimate questions.

Otherwise, I am really having fun Vi’s supporters who continue to raise hell over my innocent queries on owners of illegal fish pens and why is the provincial government seemingly helpless against the problem.

Still, I am thankful that out of 191 page views as of the time I was writing this at 4:45 p.m. June 22, ONLY 23 reacted negatively. That means the rest understood my point, especially the fact that, I repeat, I was not accusing or insulting their governor so why the big fuss.

Here again, guys, is my last blog. You be the judge if I am being unfair or judgmental, or even accusing the governor of anything.

Tumahimik ako sa Batangas illegal fish pens issue sa payo ng mga kaibigan ko na huwag ko na lang pansinin ang mga supporters ni Batangas Gov. Vilma Santos Recto na hindi makaintindi ng simpleng simpleng Ingles ng aking blogs pero pilit akong iniinsulto o hinahamon.

So to prove to everybody that I had not kept quiet out of fear or in exchange for any consideration, and only on the advice of friends. I will be reposting my blogs on the illegal fish pens in Batangas, along with my daily new blog, today and tomorrow, starting with this one:

An anonymous but obvious defender of Batangas Gov. Vilma Santos-Recto posted six news reports in our blogspot on what she has done so far since the fish kill in the province.

I had stated before that I will no longer come out with anonymous comments. But in the interest of fairness, this will be an exception.

These are the salient points of the news reports:

Santos Recto formed and dispatched various teams to assist local government units affected by the fish kill in Taal Lake on May 26-27. Two backhoes and several dump trucks were dispatched to Talisay, Laurel and Agoncillo.

My reply: I stand corrected on what I had written in our preceding blog that she has been unusually quiet and there has been no known direct order by her on how to deal with the fish kill.

Santos-Recto said the dismantling of illegal fish pens in Taal Lake has been the local government’s endeavor for three years, and that “I’m proud to say na libo na din ang aming natanggal na fish pens diyan.”

But as I had written, the news reports DID NOT IDENTIFY even one illegal fish pen owner and what charges, if any, had been filed against that person by Batangas officials.

As I had also cited in our blog “Corruption in Batangas fish kill,” what makes the names of the illegal fish pen owners SO SPECIAL? If indeed thousands of illegal fish pens have been dismantled in Taal Lake, how come there are still a lot?

What makes Santos-Recto, and all concerned Batangas officials, HELPLESS against the illegal fish pens? The news reports didn’t answer this.

Santos-Recto had earlier warned against overfishing in Taal Lake and ordered the reduction of fish pens there. Yet, neither government functionaries nor fish pen owners – heeded her warning, according to the news reports.

So what did she do about it? Did she ask for help from anyone or anybody? If yes, whom did she approach, when and what happened?

Now, here are some of the latest, and my reply to each:

NOEL FERRER

Tama ang isang poster dito na how can you expect Gov Vi to name names if the owners of illegal fish cages are nameless? If you are doing business illegally, will you tell the world who you are? Paki-umpog mo nga ulo mo sa pader at ng matauhan ka naman.

My reply: So what you’re saying is despite the thousands of illegal fish pens Vi herself has said she had demolished, which I believe let that be for the record, she never got any idea, inkling or even one name of an illegal fish pen owner. No names, no report, no nothing.

Therefore, alin sa dalawa: nagwasak ng nagwasak ng illegal fish pens pero NEVER NA NAGUSISA MAN LANG KUNG SINO ANG OWNER kaya kahit isang name, wala, or saksakan ng hihina, if not walang silbi, ang kung sinumang nagimbestiga kaya walang name na nakuha kahit isa kaya wala ring mailabas ang provincial government? Ikaw ang dapat magumpog, or better magmaso ng sariling ulo, para matauhan sa iba pang posibilidad bago ka dumaldal.

My reply: Do you have any experience in journalism? Any credentials proving that you are a legitimate journalist? If no or none, you don’t have ANY MORAL AND PROFESSIONAL RIGHT to sweepingly claim that I have little knowledge of responsible journalism. And if you’ll say you are, since when has asking questions to and coming out with the defense of the subject of the article, been irresponsible journalism? If you can’t justify what you’re saying, better go back to school first before you open your mouth again.

I believe that the argument of Mr Nemesio in attacking Gov Vi, especially that of her failure to disclose the identities of the people behind illegal fish pens, is really full of holes. Mr Nemesio, if you are a concerned citizen, please make sure you use your head so you won't be accused of being a moron.

My reply: Cite the holes you’re saying and let’s see. I have used, and continue to use, my head by being fair enough to come out with the defense of your governor and keeping quiet since I don’t see anything new. But since, as I’ve said, some of you won’t stop from insulting me, then neither should I keep quiet forever and not defend myself just because Vilma Santos Recto is the topic.   1. I am sure the investigation on the fish kill is now going on. The Governor is doing everything to solve this problem.

    It's only you Antonio Nemesio who is not happy with what Gov Vi is doing right now. You keep on demanding that she should provide the names of those involved in illegal fish pens.

    Why don't you ask that from the Mayors surrounding the lake. I think they are the ones really benefiting from this illegal business.

    Spare Gov Vi because she is very sincere in helping the people of Batangas.

    Are you not aware of the investigation being done right now? It's not that easy at all so just wait and give the Governor enough time to resolve this.

First and foremost mr gay blogger,being a responsible writer and journalist, you must have to learn the code of ethics.And one of these code of ethics is to to research and verify first before writing anything against anyone.I could'nt blame the throng of supporters of the Batangas Governor because these people know what Governor Santos-Recto is doing hardly and effectively just to give her constituents and the whole province a good place to live in.

Stop demanding for names of illegal fish cages' owners..do your own investigation to satisfy your quirky, idiotic mind...there'll be a sense of fulfillment if you can unravel something on your own..thing is, maloloka ka sa kahahanap ng butas dahil you're targeting the wrong prey.. Gov. Vi has a noble goal for her constituents and her accomplisments reflect all that....ikaw, may mabuti ka na bang nagawa para sa mga kababayan mo? I doubt it..actions speak louder than blogs.     LAUREL, Batangas – Batangas Governor Vilma Santos-Recto ate fried bangus and tilapia during Tuesday celebration of the 1st Bay-Ongan Festival to allay fears that fish from Taal Lake is unfit for consumption.

    Recto ate the fish together with the provincial board members and the League of Municipal Mayors of Batangas.

    “What happened on Monday wasn’t a fish kill. It is considered only as mortality or simpleng namatayan lang as per advise by the Bureau of Fisheries and Aquatic Resources (BFAR),” Santos-Recto said.

    She added: "Huwag naman masyadong i-exaggerate ang fish kill dito sa Batangas. Ligtas po ang pagkain ng produkto namin dito sa Batangas dahil nakakasiguro kaming fresh na isda ang nakakarating sa ating mga palengke."

    Last Monday, around 17 tons of dead fish from Taal Lake in Laurel and Talisay were recovered due to continuous heavy rains in the past few days.

    In a BFAR statement sent to the media, the bureau authorities found the level of dissolved oxygen in Taal Lake is very low, specifically in the towns of Agoncillo, Laurel, San Nicolas and Talisay.

    Santos-Recto said they will continue dismantling illegal and overstocked fish cages in order to regain the good water quality of the lake.

    She said the provincial government, thru Task Force Taal, was able to dismantle at least 281 illegal fish cages in four days from almost 2,000 illegal fish cages in the lake.

    “In 2008, based on our Penro or Provincial Environment and Natural Resources Office, there were at least 14,000 illegal fish cages around the Taal Lake while BFAR has 7,000 in their records as illegal fish cages," she said.

    Santos-Recto said they were able to reduce the number of illegal fish cages to 1,600 with an allowable number of 6,000 fish cages around the Taal Lake .

    She also asked the Protected Area Management Board to help regulate the proliferation of the illegal fish cages in Taal Lake .

    “Sa totoo lang wala naman power dito ang probinsya, in anything that you need to do in Taal Lake, it should pass through PAMBI. Kaya kung may mga nangyaring ganitong fishkill, dapat mananagot ang mga fish cage owners sa national,” Santos-Recto explained.

    The governor said the provincial government has nothing to do with giving business permits. “It’s the LGU or local government units who issue permits to the fish traders," she said.

    Recto said the national government should at least send equipment to be used in dismantling the illegal fish cages. “Hindi biro ang pagtatanggal ng fish cages dahil ang iba puro bakal ang ilalim nyan. Saan naman kami kukuha ng panggastos para diyan?”

    The simultaneous dismantling operations carried out in Talisay, Laurel, Agoncillo and San Nicolas, after the 90-day extension lapsed at the end of May, saw the removal of a total of 397 structures, which included nipa huts and bamboo rafts, in the lake’s fish cage zone.

    The coordinated undertaking, with no less than 16 boats used to search the lake, resulted in the clearance of Laurel’s municipal waters of illegal structures on June 16, as per on-site inspection of the task force team assigned to the area.

    Talisay had the most number of dismantled fish cages without permit, with 179, followed by San Nicolas, Agoncillo and Laurel, with the elimination of 96, 84 and 29 structures, respectively.

    Highlighting the 4-day campaign were the confiscation and tearing down of three oversized circular fish cages made of Polyvinyl chloride or PVC pipes at Brgy. Buso-Buso, Laurel, with a circumference of 12 meters, that reportedly cost hundreds of thousand pesos each; and, the June 17 and June 22 crackdowns in Talisay’s Sitio Tabla and Sitio San Isidro in the volcano island that netted 58 and 62 illegal cages, respectively.

    The multi-agency task force, as per strict orders from Gov. Vilma Santos Recto and task force chair Victor Reyes, intends to continue clearout activities until the lake is free of fish cages without permits.

    Uncontrolled proliferation of fish cages had been pointed out as among the causes of water quality decline and pollution in Taal Lake. Hence, it has been among the priority measures of the Santos Recto administration since 2008, when the lady governor initiated the creation of the task force that has, through its continuous operations, drastically reduced fish cage population in the lake and Pansipit River from about 14,000 to its present number of about 6,200.

    Pinangunahan ni Batangas Governor Vilma Santos Recto kasama sina Laurel Mayor Randy James Amo (bahagyang natakpan), Talisay Mayor Zeny Mendoza at San Juan Mayor Rudy Manalo ang simbolikong pagkain ng bangus mula sa lawa ng Taal bilang hudyat sa publiko na hindi delikadong kumain nito. Ang tagpong ito ay naganap sa pulong ng League of Municipalities of the Philippines –Batangas noong ika-21 ng Hunyo, 2011 bilang pakikiisa sa deklerasyon na ligtas kainin ang isda mula sa Taal Lake.

  22. BERT, BEPC tinipon para sa usaping-kalikasan

    Upang lalong matugunan ng buong lalawigan ang mga problemang pangkalikasan hinaharap nito ngayon, magkasamang tinipon ang Batangas Environment Response Team (BERT) at Batangas Environmental Protection Council (BEPC) noong ika-18 ng Hunyo sa Hotel Pontefino, Batangas City.



    Sa pangunguna ni Batangas Governor Vilma Santos Recto, muling nilatag ang usapin ukol sa malawakang fish kill sa Lawa ng Taal na bukod sa isang “natural phenomenon” ay resulta na ng kapabayaang dapat ay sinusukol agad.



    Inilahad din ng gobernadora na ang lalawigan ng Batangas ay biniyayaan ng mayamang kapaligiran na nararapat lang bantayan at pangalagaan. Mahigpit niyang tinututukan ang malaking katungkulan na kanyang ginagampanan bilang chairperson ng BERT at BEPC para mapagtibay ang kanyang pangangasiwa sa “Integrated Coastal Management (ICM)” ng Batangas.



    Dalawang batas na ang muling pinagtuunang pansin ng mga dumalo sa pagpupulong na ito – ang Provincial Ordinance No. 005, Year 2008 at ang Executive Order 2011-02. Ang mga ito ay naglalayong paigtingin ang mga mekanismo at istratehiya sa pangangalaga ng katubigang panloob, baybayin at maging sa karagatan.



    Naglatag din ng mga plano at programa ang Partnership on Environmental Management for the Seas of East Asia (PEMSEA) sa pamamagitan ni Professor Raphael P.M. Lotilla, ang Executive Director ng PEMSEA Resource Facility. Idinagdag din ni Mr. Romeo B. Trono, Country Director ng Conservative International-Philippines (CI-Phils.) ang kanilang mga panukala hinggil dito. Hindi rin nagpahuli ang Provincial Government Environment and Natural Resources Office (PG-ENRO) sa paghaharap ng mga konkretong mungkahi para sa kanilang kinasasakupan.



    Ang nasabing pagtitipon ay dinaluhan ng iba’t ibang ahensya ng pamahalaang panlalawigan at nasyonal na nakatutok sa pangangalaga ng kalikasan kasama na rin ang mga alakade ng mga bayang nasa baybay dagat at kinatawan ng ikalawang distrito na si BM Christopher De Leon na chairperson ng Committee on Environment ng Sangguniang Panlalawigan.
